Building Regulations

The Building Regulations Department exists to help maintain Safety and Compliance with Building Codes.

City’s New Zoning Code

The city of Springfield has begun its comprehensive update of Part 11 zoning code of Codified Ordinances. The city’s zoning code was last updated in 2001. The city’s zoning code is a legal document that was adopted by the city commission to guide the city’s long term physical, social and economic development.

Code Compliance

Code Compliance enforces various City codes and ordinances pertaining to private property use and maintenance.

Communications

The Communications Department strives to provide innovative and creative communications to the residents and business operators of the City of Springfield to promote the City’s core services, initiatives and mission. The department operates as an internal public relations agency to serve each City department through media strategy and response, marketing communications, graphic design, print and digital production, social media, web management and video production. These activities advance the City’s overall strategic vision to position the City as a thriving, inclusive and innovative community.

Finance

The Department of Finance is the fiscal office of the City, with responsibility for the Divisions of Accounting, Income Tax, Purchasing, Revenue Collections, Treasury, Utility Billing and Information Technology.

Fire Division

The core functions of the Springfield Fire Rescue Division are fire suppression, emergency medical response, hazardous materials response, fire prevention and education.

Human Resources

Human Resources supports the City in all aspects of the employer-employee relationship.

Income Tax

The Income Tax Division is responsible for administering the Income Tax Ordinances, Ch.195, Tax on Earned Income (tax years 2015 and prior) and Ch.196, Municipal Income Tax on Earned Income (tax years 2016 and forward).

Law

The Office of the Law Director provides legal support in all areas of municipal operations for the City of Springfield, serving as the chief legal counsel and advisor to City Commission and members of the City’s administrative staff.

Minority Business Services

The City of Springfield Minority Business Services (MBS) division seeks to facilitate economic development among traditionally underserved populations.

Neighborhood Impact Division

The Neighborhood Impact Division uses a wide range of strategies to preserve and enhance legacy neighborhoods throughout Springfield.

The Planning and Zoning Division maintains a focused approach to long term and short term visioning for the community.

Established in 1867, the men and women of the Springfield Police Division have proudly served the Springfield community for over 155 years.

It is the responsibility of the Purchasing Division to acquire commodities and services at the lowest and best price and to sell surplus items at the highest price.

Springfield City Area Transit (SCAT)

Springfield City Area Transit is the public transit agency for the City of Springfield. SCAT operates a fixed-route transit system, complemented with ADA Paratransit and Dial-A-Ride services.

Springfield-Beckley Municipal Airport

The Springfield-Beckley Municipal Airport is home to two different maintenance repair stations, the Ohio Air National Guard, Select-Tech Geo-Spatial and Airpark Ohio.

Street Maintenance

The Street Maintenance Division is responsible for the maintenance and repair of City streets. Activities include pothole repair, crack sealing, asphalt repairs, guardrail repair and replacement, and street sweeping as needed.

Urban Forestry

The City of Springfield Forestry Division is responsible for the planting and maintenance of all city trees in street right-of-ways and boulevards, as well as several landscaped areas throughout the City.

Utility Billing Division

The Utility Billing Division is responsible for assessing, billing, and collecting for
Water, Sewer and Stormwater services provided by the City to residential and commercial customers in Springfield.

Water and Sewer Utilities

The City of Springfield provides utility service for water, sewer and stormwater to residents and businesses inside the city limits.
